I have stayed at one of the IBIS Hotels near a large Mall (where the Sightseeing Buses depart), it was great and cheap for Dubai Standards... I especially enjoyed wandering through the Bastakiya Quarter, you have to visit the XVA Gallery, beautiful courtyard and great food. The souks I also did not really find interesting and about the camera ban on the beaches I did not even know!!
